Industry Overview

Food Safety Starts with the Pallet

In the food and beverage industry, a contaminated pallet can lead to a product recall costing millions, an FDA warning letter that damages your reputation, or a consumer illness that ends careers. The pallet — often the most overlooked component in the supply chain — is actually one of the most critical.

The Central Valley is one of the largest food production regions in the world. Fresno alone is home to hundreds of food processing facilities, cold storage operations, and beverage manufacturers. From the almond processing plants on the east side to the dairy operations throughout Kings and Tulare counties, this region produces and processes food that feeds the nation.

Fresno Pallets has built its food-grade pallet program specifically to serve this industry. Every pallet in our food program is sourced, inspected, treated, stored, and delivered according to documented procedures designed to meet FDA, FSMA, HACCP, SQF, and BRC requirements. We are not a general pallet company that happens to sell to food companies — we are a food industry pallet specialist.

Food Safety Standards

Strict Requirements, Zero Compromises

The food and beverage industry operates under some of the most stringent packaging and handling regulations. Every pallet we supply for food applications meets or exceeds these critical standards.

FDA Compliance

All food-contact pallets meet FDA regulations for materials that come into proximity with consumable goods. No toxic treatments, no contaminated wood, no compromises. Our pallets comply with FDA 21 CFR Part 117 (Current Good Manufacturing Practice) requirements for food facility operations.

FSMA Compliance

The Food Safety Modernization Act (FSMA) shifted the focus from responding to contamination to preventing it. Our food-grade pallet program is designed with FSMA preventive controls in mind — clean materials, documented sourcing, controlled storage, and sanitary handling practices that integrate seamlessly with your FSMA food safety plan.

Grade A Condition

Food and beverage operations demand pallets in top condition. Our Grade A pallets have no broken boards, protruding nails, or structural weaknesses that could damage product or packaging. Each pallet is individually inspected across 12 quality checkpoints before receiving a Grade A classification.

Heat Treatment (ISPM-15)

Heat treatment eliminates pests and pathogens from wood pallets without using chemicals. Essential for food safety and mandatory for international shipments of food products. Our ISPM-15 certified facility treats pallets to a core temperature of 56 degrees Celsius for a minimum of 30 continuous minutes.

No Chemical Contamination

We never use methyl bromide or other chemical fumigants. Every pallet in our food-grade program is free from chemical residues, staining, and odors that could affect product quality. Our supply chain verification ensures that pallets have never been exposed to hazardous chemicals in prior use.

HACCP Compatibility

Our pallet program is designed to integrate with Hazard Analysis Critical Control Point systems. We provide the documentation, traceability, and quality controls that HACCP plans require for packaging materials, including supplier verification records and incoming material inspection protocols.

Segment-Specific Solutions

Pallet Requirements by Food Segment

Not all food and beverage operations have the same pallet needs. A dairy plant has different requirements than a beverage bottler, and a bakery has different needs than a meat processing facility. Here are the specific requirements for each major food segment we serve.

Dairy Products

Requirements

FDA-compliant food contact surface. Temperature never above 40 degrees F. Clean, smooth surface with no splinters or rough edges that could damage packaging.

Pallet Spec

Grade A cold storage pallet with kiln-dried lumber. Moisture content below 19%. Mold-resistant treatment. Smooth planed deck boards.

Challenges

Constant cold chain environment causes moisture buildup. Standard pallets warp and develop mold within weeks. Heavy product weight (milk, cream, cheese) requires reinforced construction.

Demand Pattern

Year-round consistent demand

Meat & Poultry

Requirements

USDA FSIS (Food Safety and Inspection Service) compliance. Zero contamination tolerance. Pallets must not introduce biological, chemical, or physical hazards.

Pallet Spec

New or Grade A heat-treated pallet. No prior use in chemical or industrial applications. Full batch documentation for traceability. Individually inspected.

Challenges

USDA inspectors present in FSIS-regulated plants. Pallet contamination can trigger production line shutdowns. Blood and moisture exposure requires moisture-resistant wood.

Demand Pattern

High volume, daily deliveries typical

Bakery & Snack Foods

Requirements

SQF/BRC certified facility compatibility. No sawdust or loose particles that could enter production. Clean appearance for retail-facing operations.

Pallet Spec

Grade A used or new pallet. Splinter-free surfaces. Tight-fitting boards with no gaps. Heat-treated for pest prevention.

Challenges

Allergen cross-contamination risk from prior pallet use. Facilities often require segregated pallet supply. Lightweight products need stable, flat deck surfaces.

Demand Pattern

Moderate volume, consistent weekly deliveries

Beverage (Water, Juice, Soda)

Requirements

Extreme weight capacity — liquid products are among the heaviest per-pallet loads. 48x40 GMA standard required for retail distribution. Clean, no-contamination surface.

Pallet Spec

Heavy-duty Grade A or new pallet rated for 3,000+ lbs dynamic load. Reinforced center stringer. Block pallet option for maximum weight support.

Challenges

A pallet of bottled water weighs 2,200-2,400 lbs. A pallet of canned beverages can reach 2,800+ lbs. Standard pallets fail under these loads. Forklift damage is common.

Demand Pattern

Very high volume, often 5,000+ pallets/month

Wine & Spirits

Requirements

Clean, food-safe surface. Glass bottle protection is critical — any pallet defect that causes a bottle to break destroys the entire pallet load. Export compliance for international wine shipments.

Pallet Spec

Grade A used or new pallet with smooth, level deck surface. No protruding nails. Heat-treated for export markets. Display-grade options for tasting room shipments.

Challenges

Glass bottles are extremely sensitive to pallet surface irregularities. A single protruding nail can cause a case to shift and shatter. Winery clients often require premium appearance.

Demand Pattern

Seasonal peak during crush (Aug-Oct), steady year-round

Frozen Foods

Requirements

Pallet must perform at temperatures as low as -10 degrees F. No moisture-related degradation. Compatible with frozen storage racking systems.

Pallet Spec

Cold storage certified pallet with kiln-dried lumber. Moisture content below 15%. Reinforced nail patterns to resist wood contraction at sub-zero temperatures.

Challenges

Standard wood pallets can crack and split at sub-zero temperatures as moisture in the wood freezes and expands. Joints weaken over freeze-thaw cycles.

Demand Pattern

Year-round demand, higher during holiday seasons

Regulatory Deep Dive

FDA, FSMA & GMP Compliance Guide

Understanding how federal regulations affect your pallet requirements is critical. Here is what every food and beverage operation needs to know about pallet compliance.

Facility Sanitation

Under 21 CFR Part 117, food facilities must maintain sanitary conditions. Pallets brought into a food facility are considered part of the facility environment. Dirty, contaminated, or pest-infested pallets can trigger FDA enforcement actions.

Preventive Controls

FSMA requires food facilities to implement preventive controls for known hazards. If pallets are identified as a potential contamination vector, facilities must have documented controls — including supplier verification and incoming inspection procedures.

Sanitary Transportation

The FSMA Sanitary Transportation Rule requires that vehicles and equipment used to transport food (including pallets) do not create food safety risks. Pallets must be clean, dry, free of contamination, and compatible with the food being transported.

Supplier Verification

Food facilities must verify that their suppliers (including pallet suppliers) provide materials that do not introduce hazards. We provide supplier verification documentation including material source records, treatment certificates, and quality inspection reports.

Traceability & Recordkeeping

FDA traceability requirements are expanding under the FSMA 204 rule. While pallets are not directly covered by 204, forward-thinking food companies are extending traceability to all packaging materials. Our batch documentation supports this approach.

Foreign Supplier Verification

If you export food products, the destination country may have additional pallet requirements. EU, Japan, Australia, and other major markets all have specific wood packaging import rules. Our ISPM-15 certification covers the baseline requirement for all major export markets.

Sanitation & Quality

Our Food-Grade Sanitation Process

Every pallet in our food-grade program passes through a seven-stage sanitation and quality process. This is not optional — it is mandatory for every single pallet.

Step 01

Incoming Material Screening

Every pallet entering our food-grade program is screened at intake. We reject pallets with signs of chemical exposure, biological contamination, pest activity, mold, unusual odors, or unknown prior use in hazardous applications.

Step 02

Visual & Structural Inspection

Passed pallets undergo a 12-point visual and structural inspection. Boards are checked for cracks, staining, mold, and structural integrity. Fasteners are inspected for protrusion. Dimensions are verified within tolerance.

Step 03

Cleaning & Preparation

Pallets are cleaned of debris, dirt, and loose material. Any surface contamination is addressed. Boards with minor cosmetic issues that do not affect food safety or structural integrity are sanded smooth.

Step 04

Heat Treatment

Pallets are loaded into our ISPM-15 certified heat treatment kiln. Internal temperature probes verify that the core temperature reaches 56 degrees Celsius for a minimum of 30 continuous minutes. No chemicals are used.

Step 05

Post-Treatment Inspection

After heat treatment, each pallet is re-inspected for any heat-related issues (warping, splitting, resin bleed). The ISPM-15 stamp is applied, and the pallet is assigned to a documented treatment batch.

Step 06

Segregated Storage

Food-grade pallets are stored in a dedicated area of our facility, separated from general-use inventory. This prevents cross-contamination between food-grade and non-food-grade pallets.

Step 07

Documented Delivery

Pallets ship with complete documentation: batch numbers, treatment certificates, inspection records, and material source verification. This package is designed to satisfy FDA auditors, SQF/BRC assessors, and your internal quality team.

Contamination Prevention

How We Prevent Pallet Contamination

Pallet contamination is one of the top five root causes of food safety incidents involving packaging materials. Chemical residues from prior pallet use, biological contaminants like mold and bacteria, and physical hazards like splinters and protruding nails all represent real risks that must be actively managed.

Our contamination prevention program addresses each of these risk categories through a combination of supply chain controls, inspection procedures, and handling practices.

  • No pallets accepted from chemical, petroleum, or hazardous material supply chains
  • Visual inspection for staining, odor, and residue that indicate prior chemical exposure
  • UV light screening available for detecting certain chemical residues not visible to the naked eye
  • Dedicated food-grade inventory area with controlled access
  • Delivery vehicles cleaned before loading food-grade pallets
  • Staff trained on food safety principles and cross-contamination prevention
  • Rejection log maintained for traceability and continuous improvement
  • Annual third-party audit of food-grade pallet processes
  • Immediate quarantine and investigation of any quality complaint
  • Material source documentation maintained for minimum 2 years
