What is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a global regulation developed by the International Plant Protection Convention (IPPC) under the United Nations Food and Agriculture Organization (FAO). It requires all solid wood packaging materials used in international trade to be treated to eliminate pests that could be transported across borders.
The standard was created in response to the spread of invasive insects and plant diseases through untreated wood packaging — including the Asian Longhorned Beetle (ALB), Pine Wood Nematode, and Emerald Ash Borer. These organisms have caused billions of dollars in damage to forests and agriculture worldwide.
What must be treated: All solid wood packaging materials thicker than 6mm, including pallets, crates, dunnage, blocking, and bracing. Plywood, particleboard, OSB, and processed wood products are exempt because their manufacturing process eliminates pest risk.
Heat treatment (HT) is the most widely used approved method. The wood core temperature must reach at least 56 degrees Celsius (132.8 degrees Fahrenheit) for 30 continuous minutes to be certified compliant.

Our 8-Step Heat Treatment Process

Intake & Inspection
Pallets are received at our facility and inspected for existing damage, contamination, or conditions that could affect treatment. Each batch is assigned a unique lot number for complete traceability. We verify dimensions, wood type, and quantity before loading the chamber.

Chamber Loading
Pallets are carefully loaded into our heat treatment chamber with proper spacing between stacks to ensure uniform air circulation. Temperature probes are placed at strategic locations — including at the core of the thickest wood pieces, which are the last to reach treatment temperature.
Probe placement follows USDA APHIS guidelines for accurate core temperature monitoring.
Ramp-Up Phase
The chamber begins heating from ambient temperature. Our system uses forced-air convection to distribute heat evenly throughout the chamber. During this phase, the air temperature is raised gradually to prevent thermal shock to the wood, which could cause cracking or warping.
Ramp-up typically takes 2-4 hours depending on load size and wood moisture content.
Core Temperature Achievement
The critical phase: the core temperature of the thickest wood piece must reach at least 56 degrees Celsius (132.8 degrees Fahrenheit). Our monitoring system tracks all probe readings in real-time and alerts operators when the minimum core temperature is achieved across all measurement points.
Our chambers typically reach 65-70 degrees C air temperature to ensure core compliance.
30-Minute Hold
Once the core temperature reaches 56 degrees C, the clock starts for the mandatory 30-minute continuous hold period. The temperature must remain at or above 56 degrees C throughout the entire wood cross-section for the full 30 minutes. Our system automatically logs temperature readings every 60 seconds during this phase.
We typically hold for 35-40 minutes to provide a safety margin above the ISPM-15 minimum.
Controlled Cooling
After the hold period, the chamber doors are opened and pallets are allowed to cool gradually. Rapid cooling can cause condensation and moisture issues, so we manage the cooling process to prevent any quality degradation. Pallets are moved to a covered staging area for final cooling.
Cooling typically takes 2-3 hours to reach safe handling temperature.
Certification & Documentation
After successful treatment, we generate a comprehensive certificate of compliance for each batch. This includes the batch number, treatment date, pallet count, temperature log data, probe placement records, and confirmation that the ISPM-15 requirements were met. Digital records are maintained for a minimum of 2 years.
Certificates are emailed within 24 hours of treatment completion.
Official IPPC Stamping
Treated pallets receive the official IPPC/ISPM-15 compliance mark applied with a branding iron or stencil. The mark includes our unique facility code, the HT (heat treatment) designation, the US country code, and the IPPC wheat sheaf logo. This mark is recognized at customs checkpoints worldwide.
Mark is applied to both outside stringers for maximum visibility during customs inspection.

Heat Treatment vs. Alternatives
ISPM-15 recognizes two treatment methods: heat treatment (HT) and methyl bromide fumigation (MB). Here is how they compare, along with pressure treatment, which is sometimes confused with ISPM-15 compliance.

Our recommendation: Heat treatment is the gold standard for ISPM-15 compliance. It is chemical-free, accepted in every country, environmentally responsible, and cost-effective. Methyl bromide is an ozone-depleting substance that is banned or restricted in many countries and is being phased out globally under the Montreal Protocol.
